The services provided by Waverley are separated between a General Fund and a Housing Revenue Account.

The General Fund provides most services such as leisure, waste collection etc 

The Housing Revenue Account is totally separate and is used to provide council homes and is funded from tenants' rents.

In addition spending is then broken down into two types of expenditure:

  • Revenue Expenditure - this is the annual spending on day-to-day services and is funded through council tax, fees and charges and Government grants.
  • Capital Expenditure - this is expenditure on longer term projects, such as land drainage and the refurbishment of the Council's sport centres.  These capital projects are financed mainly by capital receipts - which are receipts for the sale of surplus Council Land and buildings.

The Budget Book provides a comprehensive breakdown between the General Fund and the Housing Revenue Account and between revenue and capital expenditure.  It also gives a schedule of the fees and charges levied for services.

Finally, Waverley collects the Council Tax payments from the Borough's residents and details of the 'Collection Fund' into which all these payments are received are shown in the Budget Book.  From this fund, Waverley pays most of the Council Tax received to Surrey County Council and Surrey Police Authority.
